Keystone STARS is
Pennsylvania's program to improve the quality of child care. Quality
environments for children contribute to increased social and emotional
development, learning skills and school readiness.
The Keystone STARS program
provides Standards, Training, Assistance, Resources,
and Support (STARS) to facilitate continuous improvement
and recognize achievement by child care providers.
Keystone STARS is a voluntary
program that recognizes Department of Public Welfare (DPW) regulated
child care providers that exceed state health and safety licensing
requirements. Keystone STARS establishes a quality rating system
beginning with the Start With STARS
level and progressing up through a STAR One,
Two, Three,
or Four designation. Each STAR
designation has its own research-based performance standards or
benchmarks that are linked to improving outcomes for children.
Pennsylvania has approximately 9,000
regulated child care providers. Currently, 1,313 of them are
participating in the Keystone STARS program. Keystone STARS
provides families with a valuable tool to assess the quality of their
child care provider.
What Keystone STARS Means For
You and Your Child
Keystone STARS is a quality rating
system. It has five STAR levels, we at Apple Dumpling Gang are working
towards our STAR level 2. Each STAR designation has its own
research-based performance standards. Theses standards measure the three
areas of childcare that make a difference in the quality of care your
child receives.

As we move from START With Stars up to
STAR Four, the requirements in these three areas increase. The items
listed below give examples of the requirements we must meet at each STAR
level.
In a Start With STARS Facility You Will
Find:

A full DPW Childcare License or
Registration for a year

A plan to increase early care and
education training for the staff

Increased staff communication by
team meetings

A completed self-assessment on
quality items in the environment

Zero or one verified complaints in
the past year
In A Two STAR Facility You Will Find:

Director and Staff must receive at
3 to 6 hours more annual training than DPW regulations require
-
One third of the staff completed
or are enrolled in credentials or degrees
-
Learning materials such as books,
blocks, puzzles, music and art supplies are available for some of
the day
-
The facility has a budget and
provides at least one benefit to staff
-
Some involvement of parents in the
program
-
A plan to address needs found in a
standardized self-assessment of the program.
